Which of the two needs the proxy
For token captchas the solver usually does not need your address: Anti-Captcha's own documentation states that reCAPTCHA has no protection against a puzzle solved at one IP while the g-response is submitted from another. So the proxy belongs to the program that visits the target site, not to the recognition service. The exceptions, where IP matching really is enforced: Cloudflare Challenge pages, DataDome, and Google's own services. In the APIs this shows up as task types: RecaptchaV2Task accepts proxy fields, RecaptchaV2TaskProxyless does not accept them at all.
Billed by threads — the way captcha software counts
XEvil and CapMonster hold dozens of simultaneous sessions, and what matters in a plan is not the number of addresses but the number of concurrent connections. The entry rotating IPv6 plan is 50 threads for 650 ₽ a month, IPv4 is 100 for 1375 ₽. Count the threads of helper modules too, not just the main job: in some programs they take their own slots from the same plan — A-Parser's built-in proxy checker takes 15 by default.
What works over IPv6 and what does not
reCAPTCHA and Cloudflare Turnstile are reachable over IPv6: www.google.com, www.recaptcha.net and challenges.cloudflare.com all publish AAAA records. hCaptcha publishes none on any of its working domains — not hcaptcha.com, not api.hcaptcha.com, not newassets.hcaptcha.com — so there is no IPv6 route to it at all, whatever you configure. hCaptcha needs IPv4. One dig AAAA answers it before you order, and it is worth asking: this is the one limit no setting can work around.

Does the recognition service need the proxy, or does my program?
Usually your program.
